Duties of the Deputy Chief Procurement Officer are closely related to those of the Chief Procurement Officer as it provides leadership, direction, and oversight to the department. This position assumes the primary responsibilities during the Chief Procurement Officer’s absence.  Provides direction and oversight for all procurements, contract administration functions, Small and Disadvantaged Business Enterprise Office and related programs.  Represents the Authority on issues related to the acquisition of equipment, materials, supplies, construction and services.  Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.


Responsibilities and Specific Duties:

•Performs personnel administrative functions of direct report staff (e.g. training, supervising, work assignments, timesheets, performance evaluations, etc.) for the purpose of maintaining necessary staffing, enhancing productivity of staff and ensuring necessary department and/or program outcomes are achieved.

•Works with senior management to develop and manage strategic sourcing plans (Procurement plans and programs) across the Authority to drive quality service and leverage buying power to achieve cost efficiencies consistent with Authority guidelines and objectives.

•Partners with other departments to identify sourcing opportunities.

•Analyzes current and prospective problems and develops solutions relative to the Authority’s purchasing and contracting functions.

•Develops, implements and manages Authority-wide procurement, purchasing and contracting policies and business processes in accordance with laws, regulations, policies and ethical standards.

•Investigates and resolves issues related to compliance

•Directs preparation and processing of requests for any exceptions to existing contracts, new contracts or other actions requiring approval of the President & CEO or the Board of Directors.

•Promotes safety awareness and follows safety procedures in efforts to reduce or eliminate accidents.

•Performs other duties as assigned.

 

Qualifications/ Requirements:

Bachelor’s degree in Business Administration or related field.

Minimum eight (8) years business management at a senior level.  Experience to include five (5) years supervisory/managerial responsibility.
